CLASSIFICATION: Recreation Program and Office Assistant

GRADE: NB 7

RATE OF PAY: $22.94 per hour

PLACE OF WORK: Recreation Department

POSITION SUMMARY

This position is a supportive role to the professional recreation staff in the Recreation Department. The incumbent assists the Recreation Program Coordinator with pre-school sport programs, recreation programs and events, and organization of league-related and Aquatic Center registration information. Additionally, the incumbent provides front office assistance and support to include answering phones, entering registrations and memberships applications, accepting and recording payments per policy, and other office support, as needed or directed. Daily activities are performed under the general guidance of the Recreation Program Coordinator. Receives direct supervision from the Recreation and Aquatic Center Supervisor.

Required to work a 40-hour work week, which includes some flexibility with work hours to include some weekends and/or evenings. Overtime and compensatory time will be calculated in accordance with the Fair Labor Standards Act which states that overtime is compensated at the premium (time and one-half) rate for actual time worked in excess of 40 hours of actual work in a workweek.

ESSENTIAL FUNCTIONS OF THE JOB:

  • Assists with the instruction of preschool and youth clinics and events;
  • Assists with compiling team registrations to check for accuracy and completeness;
  • Assists with advertising and marketing various programs and activities to include visiting various locations to announce upcoming programs and distribute flyers.
  • Under the direction of the Program Coordinator, assists with the creation of individual flyers/posters for upcoming programs and events;
  • Assists with accepting and processing Aquatic Center Memberships, rentals, scheduling facilities, registering participants in programs, and handling money, etc.;
  • Performs a variety of supportive miscellaneous duties such as running errands for programs, picking up supplies for upcoming events/programs; and assist with program set-up tasks;
  • Under the direction of Recreation management, posts information on Social Media sites;
  • Other program and office-related support duties, including answering phones, entering registrations and membership applications, accepting and recording payments per policy, and responding to customer service-related scenarios;
  • Maintains good personnel and public relations;
  • Enforces League prescribed guidelines fairly and consistently, and provides direct, on-site supervision for programs and sports leagues, when necessary;
  • Assists with the collection of all fees, preparing daily records of receipts and deposits, and in accordance with Borough policy and prescribed procedures;
  • Works diligently to promote a healthy and positive work environment.
  • Work professionally with employees of other departments to observe and carry out initiatives of the overall common good of the Borough;
  • Demonstrates good communications and customer service skills, integrity and commitment to innovation, and fiscally responsible performance;
  • Performs other duties as assigned and required within the scope of assigned responsibilities.

REQUIRED COMPETENCIES (KNOWLEDGE, SKILLS, AND ABILITIES)

  • Ability to learn and follow Borough policies, rules, procedures, and regulations in a fair and consistent manner;
  • Intermediate to proficient computer skills with working knowledge of Microsoft Office programs, Adobe, PowerPoint, Excel, Publisher, and email applications with the ability to understand other systems;
  • Must possess and demonstrate ability to communicate effectively, appropriately, and professionally, verbally and in writing, even under stressful situations;
  • Ability to be flexible with the adjustment of programs as necessary to ensure the safety of the visitors and other staff;
  • Must possess basic level clerical accounting and cashiering abilities and have the ability to complete responsibilities accurately and with minimal error;
  • Ability to operate the necessary office equipment correctly;
  • Ability to multi-task;
  • Ability to understand, give, and carry out verbal and written instructions successfully;
  • Ability to read and write at the level required to successfully perform the essential functions of the job;
  • Good knowledge of and/or the ability to learn on-site protocols, PA codes, operational procedures, and safety policies and the ability to follow and ensure their consistent application;
  • Good knowledge of and/or the ability to learn methods and techniques for providing on-site first aid;
  • Good knowledge of safe work practices and safety regulations and the ability to comply with them as well as model the practices for Recreation staff;
  • Must possess and demonstrate clerical aptitude;
  • Must have a basic knowledge of rules in each sport requiring supervision, or the ability to learn them; and the ability to coordinate the operation of youth, teen and adult sports leagues;
  • Must be able to work well with a wide variety of employees, volunteers, and members of the public;
  • Must establish and maintain cooperative working relationships and possess a friendly, outgoing demeanor while working with all age groups in Recreation programs;
  • Ability to maintain accurate records and submit necessary paperwork as required;
  • Must respond quickly and calmly in emergency or stressful situations;
  • Work a flexible, year-round schedule, which may include occasional weekends and evenings;
  • Must be able to obtain and maintain required certifications and licenses by the Commonwealth of Pennsylvania and/or other governed entity where applicable;
  • Ability to exercise good professional judgement, and possess the physical/mental ability/agility to perform the essential functions of the position with or without a reasonable accommodation.

QUALFICATIONS

Education:

  • High School diploma or equivalent.

Preferred:

  • Sports-related background (education and/or experience) preferred.

Experience:

  • Must have a minimum of one (1) year’s previous experience working with primary and secondary school-aged children either in a class, program, and/or childcare setting.

Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

WORK AUTHORIZATION/SECURITY CLEARANCES

Must be legally authorized to work in the United States and maintain required clearances to hold a position at the Chambersburg Borough, specifically the Recreation Department.

ADDITIONAL ELIGIBILITY REQUIREMENTS

Incumbent must have and maintain a valid motor vehicles license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter.

Must reside within forty-five (45) driving miles of the Borough of Chambersburg, Borough Hall, within one (1) year of the hire date as their bona fide primary residence, and continue to reside within that area while employed.

Must be able to obtain and maintain required certifications and licenses by the Commonwealth of Pennsylvania and/or other governed entity where applicable.

WORK ENVIRONMENT

The location of work performed by the employee is varied. Work may be performed alone, with frequent interruptions, and involves responding to requests from the internal organization stakeholders as well as the community. The employee is frequently exposed to wet, cold, dry, and hot and I or humid conditions. The employee must occasionally visit facilities that are accessible only by uneven paths of travel, stairways, and may involve threats to personal safety.

TRAVEL REQUIRED

Minimal and intermittent travel to and from Borough facilities for meetings and other related business.
