Essential functions

  • Supervise the respective roles assigned to the recreation department staff in their performance of work duties and responsibilities. Provide direction and feedback in the evaluation of the department’s delivery of programs, services, and facilities; assist with problem solving and resolution.      
  • Communicate and enforce township and department policies and procedures with the department’s full-time, part-time, seasonal, and volunteer staff. Dialogue with Recreation Director, Township Managers and the Human Resource Department regarding disciplinary matters.
  • Oversee full-time managers and services provided by the Recreation Department. Assess planning needs and ensure uniformity and consistency in the establishment and application of policies and procedures of services the Township provides.
  • Provide recommendations for hiring staff, wage rates, disciplinary action, and the potential discharge of department staff. Approve or deny personnel time-off requests and departmental payroll in the Recreation Directors absence when necessary.
  • Oversee and evaluate the department’s technology resources. Recommend operating or program applications to increase department effectiveness. Keep inventory of hardware, recommend changes, additions, upgrades to software(s), and provide guidance to staff on technology initiatives.
  • Ensure customer service standards are met at our recreation facilities by offering training, coaching, and advice to full-time, part-time, seasonal, and volunteer staff on how to better serve the public.
  • Assist Recreation Director with departmental budget by providing recommended changes, including summaries and detailed justification for requests.  Provide assistance in the monitoring and control of expenditures.
  • Assist with and initiate higher level projects in relation to the Recreation Department’s short-term and long-term goals.
  • Promote interdepartmental communication and cooperation.  Interact with other Manheim Township department staff, Manheim Township School District representatives, local community groups, agencies, and others to develop, coordinate, or recommend recreation activities and opportunities.
  • Work with staff to resolve operation, personnel, and customer problems.  Respond to inquiries and complaints from the public and follow up with an appropriate course of action; meet with other representatives of the public, township, and agencies to discuss problems or questions regarding recreation programs, activities, or services.
  • Assist with after hour and weekend on-call for recreational programs and services.

  • Ability to maintain a valid PA driver’s license and drive a vehicle.

Competencies

  • Comprehensive knowledge of Township policies, procedures, relevant state and federal laws and regulations, and local ordinances affecting Recreation.
  • Comprehensive knowledge of management principles and practices, including budgeting, public relations, and personnel management.
  • Thorough knowledge of public administration principles relating to funding, fees and revenue and government process.
  • Thorough knowledge of computer applications for the department.
  • Thorough knowledge of customer service and public relations practices.
  • Knowledge of both Aquatic Facility Management and Aquatic Program standards.

Abilities

  • Ability to apply management and supervisory principles to solve practical, everyday problems.
  • Ability to establish effective relationships with employees, management staff, elected officials, members of the public, representatives of government regulatory agencies, vendors, and representatives of outside firms providing services for the Township.
  • Ability to evaluate programs and services, make recommendations and follow through with a plan of actions.
  • Ability to perform basic and advanced mathematical calculations including preparation of budget reports or application of formulas to data to determine fees or standards.
  • Ability to prepare reports and present facts and ideas in a clear and organized fashion.
  • Ability to establish a cooperative atmosphere among various work units as a leader of a major department of the Township.
  • Ability to effectively resolve complaints through proper investigation, mediation and/or action to correct problem.
  • Ability to work with abstract ideas and visualize possible applications in planning for future work projects.

Required Education and Experience

  • Position requires at a minimum an Undergraduate degree in Recreation Management, Park Management, Leisure Studies, or a related field with 5 years' relevant experience.  An example of acceptable qualifications for this classification is a combination of education, experience and job training which indicates possession of the skills, knowledge and abilities listed above.

Preferred Education and Experience

  • Aquatic or Industry/Specialty certifications (American Red Cross, NRPA, Etc.)
  • Experience supervising full-time employees in a Recreation setting.
