General Description –
This is a full-time supervisory position with some difficulty and complexity that requires recreational management and personnel development skills. All duties are carried out under the direction of, and direct reporting to, the Parks & Recreation Director. The employee is responsible for planning, implementing, managing, and supervising the department recreational programming, community events, and related operational services through a variety of means and methods along with supervising related part-time seasonal and contractual programming staff and volunteers. The employee performs several technical and confidential administrative duties that require the exercise of independent judgment in addressing situations involving the public, interdepartmental, and intergovernmental relations. Performance and duties are based on department annual strategic planning and goal setting goals and the employee is expected to develop methods and routines for the completion of objectives.
The position requires that some work occur in the evenings, during weekends, and on holidays.
Essential Job Functions -
Plans, implements, and supervises a year-round schedule of community recreational programming, events, and services for all residents, including all abilities, ages, interests, and backgrounds, and through the use of available recreational facilities throughout the Township. Suggests and develops new programming ideas that have diverse appeal and success. Ensures that all related contractual programming and service agreements are implemented.
Responsible for phases of the hiring process of seasonal programming staff including contractual programming vendors, development and training, teamwork, accountability, and supervision to ensure age and ability appropriateness and to achieve the high-level community recreation delivery expectations and success.
Coordinates with community recreational programming with civic and sports organizations along with local businesses in the collaborative delivery of applicable and appropriate services.
Oversees the management of park and recreation facility schedules, permitting, and reporting as they relate to department programming and community usage.
Ensures that all department and profession-related policies and procedures are understood and that department operations are carried out through effective and efficient methods with constant evaluation and understanding.
Develops and oversees the department marketing plan and promotional methods as they relate to recreational programming and services to maximize communication and outreach – this includes, but is not limited, to making township website updates, using graphics design applications, posting to social media, and deploying other forms of promotional communication.
Assures that assigned areas of responsibility are performed within budget with effective and efficient use of available funds; performs cost control activities; monitors revenues and expenditures of assigned areas to assure fiscal control; assists in preparation of annual budget requests; and leads in the fiscal management of personnel, materials, facilities and time.
Assists in the development of short- and long-range planning, goals and objectives; gathers and prepares information for reports and recommendations; maintains corresponding records; attends public meetings; and makes presentations as required.
Responds to public inquiries regarding Parks & Recreation Department services made by telephone, email, in-person correspondence, and during public meetings.
Performs all related duties as required.

Minimum Qualifications -
Education and Experience:
A Bachelor’s degree in the field of recreation or a related field (such as public administration or education) from an accredited college or university, with a minimum of three (3) years of professional management experience including internships and/or positions held in recreation and community programming. An equivalent combination of education and experience that demonstrates considerable knowledge and exposure to the principles and practices of recreational programming may be considered.
Knowledge of the principles and practices of comprehensive recreational programming and service delivery administration; industry trends and standards; phases of human development and developmental differences; and knowledge of equipment and facilities related to the field.
Must have a valid Pennsylvania Driver’s License at the time of employment.
Required Knowledge, Skills, and Abilities -
Ability to communicate complex ideas and knowledge clearly and concisely, both orally and in writing; ability to develop strong interpersonal relationships; ability to understand, organize, and reference a wide variety of administrative information and records.
Resourcefulness and ability to work independently, exercise discretion and independent judgment, assess priorities, multi-task, and possess problem solving capabilities, all within a deadline intensive environment.
Ability to discern matters of sensitivity and confidentiality and to handle stressful situations.
Ability to establish and maintain effective working relationships with employees, supervisors, elected officials, other agencies, and members of the public.
Skilled in operating all standard office equipment (not limited to computers, copiers, fax machines, postage machines) and strong computer application and software skills including thorough knowledge of programs including but not limited to the applications of Microsoft Office (Word, Excel, Power Point, Publisher, and Outlook for word processing, spreadsheets, graphic design, and presentations) along with ability to learn proprietary applications for
for online recreational program registration, facility scheduling, financial management, and promotional content design.
Flexible and adaptable to changing schedules as required by the Parks & Recreation Department.
Physical Requirements -
The physical demands of this position must be met by an employee in order to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.
This is generally light to moderate work. Employee must occasionally lift and/or move up to 35 pounds. Must have the ability to sit for up to 4-8 hours or stand for 2-8 hours in a day , must also be able to bend, stoop, squat, reach above shoulder level, kneel, lift and carry, push and pull up to 25 pounds for filing and other office procedures. Ability to use both right and left hands and fingers for grasping, repetitive motions and fine manipulation. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to focus. The ability to talk, hear and walk without assistance. Ability to report to work and perform required duties five days a week for a minimum of eight (8) hours per day. Some evening, weekend and holiday work will be required.
Ability to operate a motor vehicle.
