10:00 General Session: Partnering for Preparedness: Active Shooter Awareness for Parks and Recreation – Paula Willis, CPRP and Lt. John Leininger

Parks and recreation facilities and special events are public spaces which require advanced safety planning like schools and businesses. In this session, South Fayette Township Parks and Recreation Director, Paula Willis, and Police Lieutenant Jon Leininger will open with a candid look at how their agencies collaborate on event planning and safety, including the specific role that law enforcement plays before and during an incident.

The second half of the session introduces key concepts from CRASE (Civilian Response to Active Shooter Events) training. Attendees will get an overview of past active attack instances, what they teach us, how we react under stress, and practical frameworks for developing a training and response plan.

Crisis Management and Public Relations – Ryan Lineweaver
On March 24, 2023, an explosion at a chocolate factory in West Reading Borough rocked the community. The explosion caused seven fatalities, multiple residents displaced, and a national-level media incident in a town with under 4,600 residents. Attendees will get an overview of how West Reading officials responded to the crisis, what lessons were learned, and how to better prepare for a future crisis.

In this session, West Reading Borough Council President, Ryan Lineaweaver, will first walk through how a small Pennsylvania town was able to navigate the impact and public relations needed to effectively communicate to families, community, and the media. The second portion of the session will be an open Q&A pertaining to how to better prepare your own communities for potential crisis and to navigate best practices and suggestions for how to handle not just an incident in the moment, but the days and weeks following.
